The course is designed for those persons who are required to undertake the role of Emergency Response Team Leader or On Scene Commander, during an emergency incident.

Course participants should have attended previous Major Emergency Management Training or have suitable, previous experience in filling the role of Team Leader or On-scene Commander.

Aims

The aims of this course are to provide the participants with a comprehensive understanding of the practices and procedures necessary to perform the duties of “On-scene Commander.

Participants will also understand how other supervisory emergency response roles function and interact when delivering emergency response.

The course will also provide participants with opportunities to participate in emergency scenarios and apply the emergency management processes and skills learned during the course.

Content

DAY 1

  • Roles of OSC at an incident.
  • On scene commander’s relationship to the fire team leader and the ECC.
  • Providing leadership.
  • Managing an incident using an ICS system.
  • Simulation exercise where personnel are asked at each stage of the simulated incident to describe how they would achieve the objectives of their role, in particular, management of communications. Digitally enhanced pictures and plans of site used to display the emergency scene and provide a realistic view of the emergency situation to be handled.
  • Communications, barriers to communications, methods of achieving effective communications, passing information to the site management, confirming understanding and ensuring instruction are followed.
  • Simulation exercise using site plans and digitally enhanced pictures displaying emergency scene. Personnel to role-play other areas of the emergency response site. The exercise to develop OSC skills in communications and managing the wider picture.

DAY 2

  • Stress
  • Recognition of the signs of stress, how stress impacts upon the emergency plan, how to manage stress in oneself, how to reduce stress during an emergency and how to provide support and mange stressed personnel.
  • Review of onsite incident tactics
  • Managing the approach to the incident, access in breathing apparatus, emergency personnel and staff safety, managing surrounding hazards, gas releases, liquid hydrocarbon spills and pressure vessels.
  • Exercise on fire ground involving explosion and fire. Using fire team personnel and course personnel as OSC and other contact points i.e. ECC, medical, security etc.
  • Exercise designed to practice personnel in the management of a gas release. Managing the spread and controlling the hazards to surrounding plant and personnel.
  • Debrief and course review
